PQC PRODUCT VALIDATION & CERTIFICATION - FINANCIAL FACILITY

About the Facility
PTPKM provides a financial facility to support local developers and product owners in advancing cryptographic solutions. This initiative helps cover part of the costs for evaluation and certification of cryptographic products and modules, ensuring compliance with globally recognised standards such as:
- Malaysia Cryptography Validation (MyCV) (ISO/IEC 19790)
- FIPS 140-3
- Common Criteria (ISO/IEC 15408)
The facility is a national catalyst to strengthen Malaysia’s cryptography ecosystem and prepare for the post-quantum era.
Application Process
- Submit Pre-Application – Complete the PTPKM Financial Facility Form [Download] and attach supporting documents (project paper, organisation profile, quotation/invoice).
- Screening & Evaluation – Applications will be reviewed by PTPKM’s PQC Migration Division, including technical and compliance checks.
- Approval & Support – Successful applicants will receive partial financial assistance to support certification costs.
What We Consider
Applications will be evaluated based on several key considerations:
- Local Development – The algorithm or product must be developed by or in collaboration with Malaysian experts/companies.
- Readiness – The product must be complete and ready for testing (not in prototype stage).
- Post-Quantum Capability – Inclusion of post-quantum cryptographic algorithms, or a clear roadmap towards integration.
- Standards Compliance – Alignment with national (MySEAL, PKTN) and international standards.
- Strategic Impact – Contribution of the product to Malaysia’s national security, NCII sectors, and long-term digital resilience.
